West Basin Municipal Water District (West Basin) is a global leader in the water industry in water recycling, conservation, water resource management, youth and adult education, and ocean-water desalination. West Basin provides drinking water and recycled water to eight local retail water agencies including four cities, three private water companies and one county water agency. West Basin serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor from Palos Verdes to Malibu. West Basin is governed by an elected five-member Board of Directors and is a member agency of the Metropolitan Water District of Southern California.

West Basin operates the state-of-the-art Edward C. Little Water Recycling Facility and three satellite treatment plants. It is the largest treatment and water purification facility of its type in the world providing nearly 40 million gallons of water each day to over 300 sites. West Basin utilizes various advanced treatment processes to produce five types of high-quality "designer" waters used for commercial, industrial and landscape purposes, including three ultra-pure waters. West Basin is also researching environmentally-responsible ocean-water desalination and currently hosts tours at its Water Education Center in Redondo Beach, California and also at the Edward C. Little Recycling Facility.

West Basin owns and operates approximately 100 miles of recycled water distribution pipeline, two booster pump stations, and three disinfection stations. Recycled water is supplied to customers for non-potable use. To expand the use of recycled water, West Basin assists customers with the process of converting their sites to utilize recycled water. In addition, West Basin conducts site inspections to ensure compliance for the safe use of recycled water.

THE POSITION: West Basin is seeking an Operations Technician (Water Distribution Operator) who will be dedicated to providing oversight of the recycled water distribution system and conducting yearly recycled water site and retrofit inspections. The Operations Technician is expected to accomplish these tasks as described in more detail below:

Recycled Water Pipeline Distribution Oversight: The 100 mile recycled water distribution system is currently maintained and operated by a contract operator. The Operations Technician will work directly with the contract operator to operate and maintain the distribution system. The Operations Technician will oversee maintenance activities such as valve exercising, pump and disinfection station operation, and the cathodic protection program. The Operations Technician will also provide inspections of new pipeline installation.

Annual recycled water site inspections: The position will conduct visual inspections once a year at each of West Basin's recycled water sites. The Operations Technician will be required to check each site to ensure that modifications have not been made without approval, ensure that recycled water signs are posted, and that recycled water valves are marked or identified.

New and old retrofit site inspections: New recycled water projects require several months of inspections and need daily or weekly visits, which will be conducted by the Operations Technician.

Key responsibilities are:

• Works directly with West Basin's contract operator to operate and maintain the distribution system.

• Conducts site inspections of recycled water sites.

• Maintains and ensures that water system plans are up to date.

• Manages leak and shut down coordination with contract operators.

• Coordinates cathodic protection surveys, valve maintenance, booster pump station maintenance, disinfection stations maintenance, flushing program, pipeline inspections, and oversees distribution water quality sample collection and performs other distribution system maintenance as needed.

• Maintains records of work conducted and recommends needed maintenance for the distribution system, pump, and disinfection stations.

• Updates asset management database.

• Ensures compliance with policies, procedures, safety guidelines, schedules and work specifications.

• Updates operations and maintenance manuals.

QUALIFICATIONS: The ideal candidate will have:

• A high school diploma or G.E.D. equivalent; AND four years of progressively responsible experience in the installation, maintenance, repair and/or inspection of water distribution facilities. Must possess a Water Distribution Grade III (D3) certification as issued by the State of California Department of Health Services at time of appointment, or ability to obtain the certification within a 12-month period from date of hire. Must have water distribution operator experience. Additional college-level coursework in chemistry, biology and water treatment technology, and experience in a public agency setting is preferred.

• Knowledge of water distribution system maintenance and repair.

• Knowledge of pipefitting and plumbing methods and techniques; pumps, valves and backflow devices.

• Knowledge of utility asset management, information systems, technical or administrative experience in water or wastewater systems; basic hydraulic principles used in water distribution systems; and applicable federal and state water quality regulations and best practices.

• Knowledge of safe work practices and policies; and practices and procedures of traffic control.

• Knowledge of basic computer operation principles.

• Ability to read, interpret, and understand water distribution plans, schematics, technical manuals, diagrams, blueprints and drawings; compile information and data from multiple sources; and prepare clear and concise reports, correspondence and other written materials.

• Ability to collect and analyze technical data; and conduct a variety of technical field inspections.

• Ability to learn West Basin policies and procedures affecting departmental operations, and utilize new skills and information to improve job performance and efficiency.

• Ability to work primarily outdoors; travel from site to site, be exposed to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions; and work in or around water.

• Ability and mobility to work in a field environment; to frequently walk to conduct site inspections on a daily basis, stoop, bend, kneel, crouch, and make repetitive movements; and must be able to see and hear in the normal range with or without correction.

• Ability to communicate ideas clearly and concisely both orally and in writing; and exercise independent judgment and initiative within general policy guidelines.

• Ability to establish and maintain effective working relationships with coworkers, the public, and those encountered in the course of work.

• Possession of a valid Class C California Driver's License and proof of an acceptable driving record are required at time of appointment and as a condition of continued employment. Employee may be required to use his or her own vehicle with mileage reimbursed at the standard IRS rate.

SUPPLEMENTAL INFORMATION: One vacancy is currently available. The salary range is $64,522 - $80,652 annually, depending on qualifications. The position is eligible for benefits.
