The East Orange County Water District is seeking a qualified candidate to fill a Distribution Operator I or II position. Our agency provides water service to a small retail zone area located in the North Tustin area. We are also a wholesale agency serving water to 4 other public water systems. The District also owns and maintains a sewer collection system which includes 175 miles of pipe. We are currently accepting applications for the position of Water Distribution Worker I/II (one position open). Operator I Applicant Requirements:

  • Possession of at least a Treatment Operator I certificate issued by the State Water Resources Control Board.

  • Possession of at least a Distribution Operator I certificate issued by the State Water Resources Control Board.

  • Successfully pass a physical and background check.

  • Ability to perform standby duty as needed and respond to emergency call outs.

  • Reside close enough to meet a 20 minute response time for emergency call outs.

  • Possess a clean driving record.

  • Obtain Class B commercial driver’s license within 6 months of employment.

  • Obtain Collections I certification within 6 months of employment.

  • Assist sewer collections department as needed.

Operator I Position Description:
This is an entry-level job for performing a variety of work on the District’s water distribution system. This position works under close supervision performing routine and repetitive maintenance, installation, and repair assignments.

Operator I Typical Duties:
  • Installation, replacement, testing, reading and repair of water meters; installation, repair and or replacement of service laterals and service isolation valves installation, repair and or replacement of mainline valves, hydrants, air vacuum release valves.

  • Emergency leak repairs on pipes from ¾” to 20”.

  • Facility maintenance and repair including painting, weed abatement, asphalt repairs and bi-monthly meter reading of all District meters.

  • Respond to a variety of customer service calls including high bills, customer leaks, pressure complaints, and conservation assistance.

  • Assists with water quality sample collection, distributes notices, and a variety of other related tasks.

Operator I Desirable Education and Experience:

  • One (1) year of responsible work experience in maintenance and construction work.

  • Possession of an unrestricted, clean Class B driver’s license or the ability to obtain the license within 6 months.

  • Possession of a Collection System Worker I license or the ability to obtain the license within 6 months.

  • Experience operating a backhoe, dump truck, jackhammer, chop saw, as well as using hand tools including shovels, picks, hammers, screw drivers, and wrenches.


Operator II Applicant Requirements:

  • Possession of at least a Treatment Operator II certificate issued by the State Water Resources Control Board.

  • Possession of at least a Distribution Operator II certificate issued by the State Water Resources Control Board.

  • Successfully pass a physical and background check.

  • Ability to perform standby duty as needed and respond to emergency call outs.

  • Reside close enough to meet a 20 minute response time for emergency call outs.

  • Possess a clean driving record.

  • Obtain Class B commercial driver’s license within 6 months of employment.

  • Obtain Collections I certification within 6 months of employment.

  • Assist sewer collections department as needed.

Operator II Position Description:
This is the mid-level job for performing a variety of work on the District’s water distribution system.

  • This position works under limited supervision, performing routine and repetitive maintenance, installation, and repair assignments.

  • This position independently performs tasks including water quality sample collection, emergency response, Dig Alert ticket response.

  • This position has the same eligibility requirements as the Distribution Operator I position however, please note that in order to qualify for the Distribution Operator II position, the candidate must possess Treatment and Distribution Operator II certification issued by the State Water Resources Control Board.

Operator II Desirable Education and Experience:

  • Three (3) years of responsible work experience performing job duties in a public water system.

  • Possession of an unrestricted, clean Class B driver’s license or the ability to obtain the license within 6 months.

  • Possession of a Collection System Worker I license or the ability to obtain the license within 6 months.

  • Experience operating a backhoe, dump truck, jackhammer, chop saw, as well as using hand tools including shovels, picks, hammers, screw drivers, and wrenches.

Schedule
Flexible work schedule.

Must be willing to work weekends, holidays, and after-hour shifts for emergency call out response.

Salary - Operator I: $4,700 - $6,500 per month. Benefits include paid health insurance for employee & partner; PERS retirement.

Salary - Operator II: $5,500 $7,600 per month. Benefits include paid health insurance for employee & partner; PERS retirement.

Incentives:
During the first year of employment only, an Operator is eligible for an additional 5% salary increase after successfully completing a 6-month probationary period. An additional salary increase is also available after 1 year and then annually depending on job performance and eligibility for merit increases. There are additional opportunities for pay rate increases upon obtaining water and sewer certification at higher levels than those required for the position.
