West Basin Municipal Water District is a global leader in the water industry in water recycling, conservation, water resource management, youth and adult education, and ocean-water desalination. West Basin provides drinking water and recycled water to eight local retail water agencies including four cities, three private water companies and one county water agency. The District serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor from Palos Verdes to Malibu. The District is governed by an elected five-member Board of Directors and is a member agency of the Metropolitan Water District of Southern California.

West Basin operates the state-of-the-art Edward C. Little Water Recycling Facility and three satellite locations. It is the largest treatment and water purification facility of its type in the world providing nearly 40 million gallons of water each day to over 300 sites. West Basin utilizes various advanced treatment processes to produce five types of high-quality “designer” waters used for commercial, industrial and landscape purposes, including three ultra-pure waters. The District is also researching environmentally-responsible ocean-water desalination and currently hosts tours at its Water Education Center in Redondo Beach, California and also at the Edward C. Little Recycling Facility.

West Basin owns and operates approximately 100 miles of recycled water pipeline, and supplies recycled water to customers for non-potable use. To expand the use of recycled water, the District assists customers with the process of converting their sites to utilize recycled water. In addition, the District conducts site inspections to ensure compliance for the safe use of recycled water.

THE POSITION: West Basin is seeking an experienced Technical Resource Manager who thrives in a fast-paced and dynamic work environment, who is flexible to change, can prioritize and expedite tasks and provide excellent customer service to both internal and external customers. The Technical Resource Manager will organize and manage a staff of professionals focused on the technical needs of the District, including programmatic planning efforts, capital improvement and infrastructure projects, and regulatory compliance monitoring. The desired incumbent will also ensure work quality and adherence to established West Basin policies and procedures.

Under general direction, the Technical Resource Manager will plan, schedule and direct all engineering activities, staff and consultants; oversee three divisions within the department, including Engineering, Technical Planning, and Regulatory Compliance; and will coordinate with division supervisors to develop, administer, and execute programs intended to improve, support, and bolster all of West Basin’s current and potential water resources. This position will provide highly responsible and complex technical, budgeting, planning, and administrative support to the Executive Manager of Engineering and Operations and the General Manager.

Key responsibilities are:

• Participate in the development of West Basin’s operating budget and ensure adherence to the Department budget through the fiscal year.

• Support the negotiation of customer contracts through development of project capital costs and refinement of commodity rates.

• Represent West Basin and act as interagency coordinator with other regional governmental and municipal agencies and professional and community organizations; attend meetings, provide information on West Basin facilities, services and programs; meet with representatives from community organizations and other agencies to evaluate regional needs; and take proactive steps to build positive relationships with key business, government and community leaders and other local agencies.

• Analyze proposed state and federal law, regulations and court decisions for their impact on West Basin engineering plans and operations; recommend and implement policy and procedure changes consistent with requirements; and direct or conduct research and analysis of West Basin requirements in assigned areas of responsibility and recommend appropriate actions.

• Establish performance expectations and requirements, professional training, and personal development targets for department staff; oversee performance and provide coaching for performance improvement and development; provide day-to-day leadership and work with department staff to ensure a high-performance, customer service-oriented work environment to support West Basin’s mission of ensuring the availability of reliable sources of water to the region.

• Plan, organize, implement and direct the technical activities of the Technical Planning division of the department; and direct the development, implementation, and administration of studies intended to support West Basin’s Strategic Plan through improved water supply reliability, sound financial and resource management, water quality, customer service, and environmental stewardship.

• Consider investigations such as, future potential water supplies, expansion and improvement of existing water supplies, reducing dependence and increasing reliability of imported water supplies, minimizing West Basin’s impact on the environment including reduction in energy consumption and greenhouse gas emissions, and reducing West Basin’s overall operations and maintenance costs through capital investment and optimized operations.

• Plan, organize, implement and direct the technical activities of the Engineering division of the department; direct the development, implementation and administration of comprehensive programs, policies, guidelines and procedures related to the planning, engineering design and construction of West Basin’s facilities and infrastructure resulting from the District Strategic Plan; and manage, direct, coordinate, inspect and evaluate the work of staff engaged in the engineering design and construction of water resource production and transmission systems and facilities.

• Monitor and implement long-term Capital Improvement Program (CIP), including projects resulting in new assets and infrastructure as well as rehabilitation and repair (R&R) of existing systems; develop, manage, and implement the 5-year CIP Masterplan and the R&R component of the CIP Masterplan; perform concept level, feasibility studies, or pilot testing to develop budgets and scopes of work for capital projects; and manage design and construction projects associated with water resource production and transmission systems and facilities.

• Plan, organize, implement and direct the technical activities of the Regulatory Compliance division of the department; direct the development, implementation and administration of all West Basin regulatory permits associated with the delivery of recycled water, discharge of residuals, California Environmental Quality Act (CEQA) documentation, air quality, and construction; oversee the updating and renewal of permits from regulatory bodies such as the State Water Resources Control Board, Los Angeles Regional Water Quality Control Board, United States Environmental Protection Agency, and Air Quality Management District; oversee the implementation and monitoring of all permit requirements; oversee the development and submittal of periodic reports required for permits; ensure regulatory agencies are notified of spills or situations resulting in non-compliance with regulatory permits; and oversee the coordination of water quality or customer concerns from West Basin’s retail potable water agencies to the Metropolitan Water District.

• Performs related duties as assigned.

QUALIFICATIONS:

The ideal candidate will have:

• A Bachelor’s degree from an accredited four-year college or university with major coursework in civil engineering or a closely related field; AND eight (8) years of progressively responsible experience in the design and construction of large, complex water production and transmission systems, including four years in a project management or supervisory capacity; or an equivalent combination of training and experience.

• Certificate of registration as a Professional Engineer issued by the State of California.

• Knowledge of operations, services, and activities of a comprehensive engineering program, including rehabilitation and repair components for existing infrastructure; and theory, principles, practices and techniques of civil engineering design and construction as they apply to a large, complex potable water and recycled water treatment/transmission systems.

• Knowledge of the principles, practices, materials, equipment and techniques involved in the construction, maintenance and operation of West Basin’s facilities; advanced pertinent federal, state and local laws, codes, rules, regulations, standards, policies and procedures, and court decisions applicable to assigned areas of responsibility; and advanced principles, methods and techniques in the development and implementation of short and long-term technical strategies and planning to achieve West Basin needs.

• Knowledge of the principles and practices of capital project budgeting, purchasing and maintenance of public records; and research methods and analysis techniques.

• Knowledge of the principles and practices of sound business communication; principles and practices of effective management and supervision; and office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

• Ability to plan and direct the technical planning requirements of West Basin; plan and direct the capital engineering project management functions required by a complex potable water recycled water treatment and transmission system and regulatory compliance with local, state, and federal regulations associated with the treatment and distribution of water and recycled water systems.

• Ability to analyze and make sound recommendations on difficult management and administrative issues; develop and administer departmental goals, objectives, and procedures; and understand, interpret, explain and apply District policy and procedures governing assigned areas of responsibility.

• Ability to develop and implement appropriate procedures and sound engineering project management controls; plan, organize, direct, and coordinate the work of lower level staff; and select, supervise, train, and evaluate staff. • Ability to exercise sound, expert independent judgment within policy guidelines; exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and situations; and think logically and linearly in order to communicate complex technical concepts to individuals with varying levels of understanding.

• Ability to communicate clearly and concisely, both orally and in writing; prepare clear, concise and comprehensive correspondence, technical reports, professional studies and other written materials; present proposals and recommendations clearly, logically and persuasively in public meetings; and represent the District effectively in negotiations and in a variety of public forums.

• Ability to establish and maintain effective working relationships with management/staff, other governmental officials, consultants, vendors and the public.

• Possession of a valid Class C California Driver's License, proof of insurance and an acceptable driving record are required at the time of appointment and as a condition of continued employment. Employee is required to use his or her own vehicle with mileage reimbursed at the standard IRS rate.

SUPPLEMENTAL INFORMATION: There is one (1) vacancy currently available for this position. The salary range is $143,199 - $178,998 annually, depending on qualifications. This position is eligible for benefits.
