THE POSITION
Under general supervision performs skilled duties in the operation, installation, maintenance, repair, and related service activities for potable and recycled water distribution systems. Leads and participates in the operations, construction, installation, and maintenance of complex potable and recycled water systems including valves, fire hydrants, and various appurtenances; locates leaks and repairs systems. Leads and operates a variety of heavy construction and maintenance equipment including a dump truck, skip loader, backhoe, trencher, water tank truck and other related equipment. Participates in the inspection of potable and recycled water distribution systems and assists in the training of staff in these activities. Conducts utilities; locates, uses and calibrates locating equipment. Participates in cutting and breaking of asphalt and concrete surfaces. Participates in the repair of pavement of roadways, sidewalks, vaults, and related structures. Maintains detailed and comprehensive records and drawings related to potable and recycled water operations. Responds to emergency calls. Oversees and ensures safe work practices and procedures. Trains assigned water distribution operators. Works with contractors and City staff in the implementation of new projects and operations. Attends and participates in professional group meetings. Performs other duties as assigned. Incumbents are required to call-back, respond, and work on a stand-by basis to resolve emergencies at any hour as needed including holidays and weekends.

EMPLOYMENT STANDARDS

Knowledge of: Operational characteristics of potable and recycled water distribution systems. Advanced repair and preventative maintenance techniques and procedures. Tools and equipment used in the operation, installation, maintenance, and repair of water distribution, recycled water distribution and treatment systems. Occupational hazards and standard safety precautions. Principles of supervision and training. Pertinent federal, state, and local laws, codes and regulations. Modern office procedures, computer equipment and programs and instrumentation. Principles and procedures of recorded keeping and reporting.

Ability to: Lead and perform complex and difficult tasks in a variety of potable and recycled water distribution operation and activities. Use and operate hand tools, mechanical equipment, and power tools and equipment. Read and interpret operational and technical manuals, maps, blueprints, drawings, and diagrams. Work independently in the absence of supervision. Perform heavy manual labor. Adhere to safe work practices. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Lead and train water distribution crews. Understand and use software programs, cartegraph, electronic browser and SCADA. Use and operate computerized instrumentation. Diagnose operating problems and take effective courses of action. Design and implement new installations for potable and recycled water distribution systems. Maintain pertinent records and compile date into clear and concise written reports.

License/Certification Requirements: Possession of or ability to obtain, a valid Class B California driver's license within six months of appointment. Grade D3 Water Distribution Operator State of California certification at time of appointment.

Experience/Education: Three years of increasingly responsible experience operating, maintaining and repairing potable and recycled water distribution systems and equipment. Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Physical Standards: Requires frequent lifting/carrying of 35-50 lbs. and occasionally up to 100 lbs.; reaching, stooping, crouching, and crawling. Must satisfy physical standards for the required use of respiratory equipment.
