Under direction of the Director of Engineering & Operations, perform a variety of engineering work in the planning, design, construction, and estimating of projects related to the recycled water system; assist in the daily operations of the Engineering & Operations Department including customer development, recycled water projects, and other engineering efforts.

Examples of Essential Job Functions and Responsibilities:

  • Draft and/or review drawings, plans, specifications, estimates, costs, and payback analysis, and preliminary and final reports for construction and capital improvement projects;
  • Conduct shutdown tests and obtain appropriate work permits prior to conversion;
  • Conduct site visits reviews with regulatory agencies including connection approval with Health Department;
  • Assist in operations and maintenance of the recycled water system;
  • Assist with customer development field inspections for recycled water projects;
  • Draft engineering and technical reports in connection with various projects;
  • Process invoices and review change orders for Manager approval;
  • Assist with contracts administration;
  • Research recycled water customer development including system expansions and retrofits;
  • Assist and coordinate preparation of cooperative and recycled water user agreements;
  • Prepare Board memos and reports;
  • Assist in preparation and evaluation of Request for Proposals and bids;
  • Draft and review engineering proposals and contracts;
  • Assist in preparation of grant funding applications and monitoring compliance including coordination of site visits and documents submission;
  • Compile water consumption data for existing and future recycled water customers;
  • Review and maintain accuracy of existing plans and GIS information;
  • Perform mapping and AutoCAD projects;
  • Assist with contract documents, verify/check contractor licenses, payment requests, and request for records;
  • Coordinate laboratory services for water quality monitoring;
  • Assist in the preparation of regulatory documents for review and approval; and
  • Attend and as needed, represent the District on facility planning, engineering, and operations at conventions and meetings with customers, public agencies, and Metropolitan Water District.


Knowledge of:

  • Civil engineering principles, practices and methods of planning, design and construction of water systems;
  • Pertinent federal, state and local laws and regulations;
  • Principles and practices of public utility engineering, including all aspects of design, construction, and operations;
  • Computer-aided drafting software including AutoCAD, Geographic Information Systems (GIS) programs, and other engineering applications ; and
  • MS Word, Excel, Project, Access, and PowerPoint.

Ability to:

  • Learn and understand design and construction plans for water systems
  • Perform engineering calculations;
  • Interpret technical literature, drawings, diagrams, and schematics;
  • Prepare complete, clear and concise correspondence and reports;
  • Communicate effectively, verbally and in writing and work in a team environment;
  • Develop and maintain project schedules and work assignments and coordinate multiple tasks simultaneously;
  • Establish and maintain effective working relationships with all levels of staff, the public, contractors, and elected officials;
  • Exercise tact and diplomacy when dealing with sensitive, complex and/or confidential situations and issues; and
  • Apply the District policies and procedures.

Education and Experience

Minimum Requirements:

  • Three years' professional experience required (may include internship or co
  • op experience) AND
  • Bachelor of Science Degree in Civil or Environmental Engineering from an ABET accredited engineering program is required.
  • Possess an Engineer-in-Training Certificate issued by the State of California or be able to obtain such within 12 months.
  • Proficiency with AutoCAD and GIS software is also required.
  • Must possess strong oral and written communication skills.

Desired Qualifications:

  • Familiarity with codes and regulations related to drinking water is preferred.
  • Water hydraulic modeling software is desirable.
  • State of California Water Resources Control Board Water Treatment Grade (T1) or Water Distribution Grade (D1) is desirable.


  • Possess and maintain a valid California Driver’s License, vehicle, vehicle insurance and an acceptable driving record.
  • Professional Engineer (P.E.) license is desirable.

Working Conditions
Occasionally lift and carry materials up to 20 pounds. Duties may require maintaining a physical condition necessary for sitting, kneeling, crouching, standing, walking, twisting, reaching or bending for prolonged periods of time.

Position responsibilities will require the employee to make site/field visits for a variety of reasons. Local travel to Central Basin facilities and job sites as well as attendance at meetings and periodic overnight travel may also be required.
