THE POSITION - ASSET MANAGEMENT SUPERVISOR
--Establishes, develops, and implements infrastructure asset management program, policies, and procedures related to water distribution, wastewater collection, and reclaimed water systems, including pipeline assessment program;
--Develops and maintains the computer maintenance management system (CMMS); geographical information system (GIS); and infrastructure assessment program, including asset inventory and risk factors;
--Analyzes statistical data, such as maintenance schedules, repair frequency and cost, inventory life cycles, and District growth plans; recommends maintenance, repair, and replacement schedules; assists management in identifying infrastructure priorities;
--Compiles data from multiple sources; assembles asset management data records, such as asset codes, catalogs, life cycle costs, and priorities; identifies and tracks existing and new assets such as pipelines, valves, tanks, reservoirs, pump stations, wastewater treatment facilities, and other appurtenances;
--Manages consultants and outside contracts for assessment projects, cathodic protection, and mapping services; coordinates department activities with other District staff, management, and other affected stakeholders; presents to District committees, commissions, and Board of Directors;
--Plans, assigns, supervises, develops, reviews, and evaluates the work of assigned staff.
A typical way to obtain the required knowledge and abilities include: High school graduation or equivalent, and; three years of increasingly responsible asset management experience, with at least one year in a lead or supervisory role preferred. Related experience with water, sewer, roadways, or other public infrastructure preferred. Advanced coursework in engineering, statistics, GIS, infrastructure management, or closely related field is desirable.
Vallecitos Water District is an award-winning Special District located in north San Diego County, providing water, wastewater and reclamation services to San Marcos; the community of Lake San Marcos; parts of Carlsbad, Escondido, and Vista, and other unincorporated areas.
THE IDEAL CANDIDATE
The successful candidate is a team leader, with the ability and desire to develop assigned staff. Supervisor experience is highly desirable. This position will often work independently and should be self-motivated to successfully meet the goals of the Engineering department. In addition, the successful candidate must be extremely well-organized, collecting and analyzing data from many different sources. As a District representative, the Asset Management Supervisor should have strong oral and written communication skills.
The ideal Asset Management Supervisor has knowledge and experience of condition assessment and asset management. This person is familiar with CMMS planning and implementation, as well as GIS software programs and principles. The preferred candidate will also have experience overseeing consultants and project development.
